The Hull Municipal Officers' Guild was founded in 1897, just a year after the first such guild had been founded by Herbert Blain (1870-1942) in Liverpool. In 1905 some of these guilds, including Hull, and a number of other organisations came together as the National Association of Local Government Officers (NALGO), although the local group continued to use the term 'guild' for some years afterwards. In it's early years, the leadership within NALGO resisted any move to become a fully recognised trade union. However many supported such a move and in 1919 a large number of Hull members left the organisation because of this refusal. By the end of 1920 such recognition was acquired, although NALGO did not join the Trade Union Congress (TUC) until 1964.

1930 saw NALGO merge with the Poor Law Officers Association. It changed it's name to the National and Local Government Officers Association in 1952 and in 1993 it merged with the National Union of Public Employees (NUPE) and the Confederation of Health Service Employees (COHSE) in 1993 to form UNISON.
