This committee was initially established in May 1846 after concerns about the inequalities regarding the rate were expressed by the Overseers in Drypool Parish. The committee would investigate this concern and would devise an equitable levy on those within parishes, townships, wards and other places within the borough. The committee was made up of churchwardens, overseers of the poor, and other officers from the respective areas. In subsequent years, their reports were incorporated into the main council minutes. These records relate to the investigation in 1846.
