Initially the Coal Committee was established in November 1876. It was to regulate and manage such parst of the business of the corporation relating to the punishing and preventing of frauds with respect to coal brought in, or sent from, or passing through the borough. It would also examine and verify the accounts of the Property and Finance Committees as well. In 1904/5 was added the power to consider all tenders for the supply of coal across the council, and to report on the most advantageous to accept. The following year saw responsibility for the registration of all coal porters and carts added and the punishment and prevention of frauds throughout the city, as identified in the Hull Improvement Acts of 1854 and 1863. In June 1922 the committee became the Coal and Purchasing Committee.

In February 1906, the Clothing Committee was set up with the responsibility to obtain tenders for clothing and drapery required by various council committees and to acquire such items they approved. In June 1922 its responsibilities were merged with those of the Coal Purchasing Committee.

The Coal and Purchasing Committee, created in June 1922, would carry into effect the provisions of the former Coal Committee along with those of the Clothing Committee. In addition, in November 1944, the committee was also able to purchase all horses, fodder, harnesses and bedding for all council departments except the asylum. These powers generally remained constant for the following years, although within which committee or department they could operate altered variously. In November 1947 it became the Central Purchasing Committee.

The Central Purchasing Committee retained the same powers as the Coal and Purchasing Committee to which were added the powers and duties of the council in connection with the scheme for the central purchasing of supplies, and the setting up of a central supplies department. Printing and stationary requirements were added, a power transferred from the Property and Bridges Committee. Over the years, as with the Coal and Purchasing Committee, the committees they were able to supply varied. In 1956-1957, the supply and tender of fuel oil was added. In 1973 the committee became part of the Policy (Resources) Committee.
