The Council's Charities Committee met for the first time in April 1878 and was given the brief to consider the town's charities. In particular, it would look at the Hull Municipal Charities, with the further responsibility to secure additional trustees. When the committee notified the Charity Commission of their role, the commission used the opportunity to instigate a full inquiry into the municipal charities. At this stage a Charities Sub-Committee was set up to ensure the commission had copies of all the records they would require for their inquiry. The inquiry met in 1879 with the result that in 1881 the corporation gave up the management of the minor hospitals to the trustees. In October 1882, with only 2 more trustees requiring appointment by the commission, the committee appeared to be winding down, as it recorded it's thanks to the chairman. However, it met again in June 1883 to register their dissatisfaction with the time it was taking the commission to appoint the last trustees. It does not appear to have met again after this date.

The Charities (Special) Committee was set up in April 1879 to consider a request from the Master of the Charterhouse. With the sale of land on the site of the new borough asylum and the sale of other land on Hessle Road about to be completed, the master was expecting there to be a significant increase in the Charterhouse's income. As a consequence, he was seeking an extension to the building, more staff as well as increased allowances to residents. After consideration, the committee decided to wait until any sale had been completed before seeking any changes to the existing scheme, and met for the last time in September 1879.
