'With the continual rapid and economical improvements in electrical knowledge and appliances' Hull Corporation decided in November 1889, to establish an Electric Lighting Committee. This would consider all questions relating to the supply of electricity within the Borough. In addition, the motion to set up the committee also rescinded any previous resolutions to the contrary. The committee's powers and duties were: - to have the management and control of the electric lighting undertaking of the Corporation; to deal with all matters relating to the general supply of electric light and power; to carry into effect the provision contained in any general or local Acts of Parliament and Provisional Orders, and any Bye-Laws or Regulations in force in the City relating to electric lighting.

Electric Lighting Committee continued until October 1910 when it was renamed the Electricity Committee, to reflect its changing role, although it's duties and powers were not to alter greatly. It would; have the management and control of the electric lighting undertaking of the Corporation; deal with all matters relating to the general supply of electric light and power; carry into effect the provision contained in any general or local Acts of Parliament and Provisional Orders, and any Bye-Laws or Regulations in force in the City relating to electric lighting. These powers were slightly modified in 1922/23 when the committee's powers relating to bye-laws or regulations were extended to relating to electricity as a whole and not just electric lighting. 1947 saw the passing of the Electricity Act which nationalised municipal and privately owned electricity generation and supply utilities, and as a consequence, the last meeting of Hull's Electricity Committee was on 8 November, 1948.
