Admin History:

The Establishment and Salaries Committee was initially set up by Hull City Council in April 1941, and was responsible for those members of staff who salaries were outside that of the official council scheme. In 1946 it dropped the salaries title, becoming the Establishment Commitee. By 1958/1959, like many other of the more modern committees, the power, duties and responsibilities of the committee had been more clearly defined.

It was to:-

1) consider queries relating to recruitment, qualification, training and promotion of officers as envisaged in the National Scheme of Conditions of Service.

2) consider matters affecting local terms and conditions of service not covered by the National Scheme.

3) consider recommendations from Committees with regard to the proposed regrading (or designation) of any post and the salary scale to be attached to any newly-created post.

4) consider proposals of Committees to grant an additional increment or increments otherwise than in accordance with the scale attached to a post.

5) review annually the establishment of the various departments.

6) consider questions relating to cycle, motor and other travelling allowances for officials and

7) consider the payment of any gratuities under the Kingston upon Hull Corporation Act, 1903, which are outside the Corporation's scale.

In 1973 it functions was transferred to the Policy (Resources) Committee, and transferred again in 1981 to the Personnel Committee.
