Admin History:
With concerns about the supply of both horses and food stuffs, January 1914 saw the initial discussion by the council to establish a Horse and Fodder Committee, although it was not finally agreed until the February. The duties and powers of the committee were to purchase or sell all horses, fodder, harness and bedding for all departments of the corporation, except that of the asylum. In June 1922 the decision was made to make it a sub-committee of the newly created Coal and Purchasing Committee. This took effect from the October, with it's powers finally delegated to Coal and Purchasing Committee in 1944.
