In March 1916, the Acting Secretary to the Statutory Committee of the Royal Patriotic Fund wrote to the city council, asking why Hull had not set up a local committee to draw up a scheme under the terms of the Naval and Military War Pensions Act of 1915. As a result a special committee was established to consider the issue and draw up such a scheme. After some considerable delay, including revisions required under a further act of 1917, a scheme was finally approved and the committee was dissolved in February 1920.
