The Hull City Technical Services Committee was first established in 1973, and like many of the more modern committees it's powers, duties and responsibilities were clearly defined from its inception.

It was able to exercise the powers and duties of the Council in matters regarding:- highways; effective drainage and sewerage of the city; land drains, watercourses, ditches and the like as statutory water undertakers; public transport and the provision of ancillary transport services; the River Hull, the Victoria Pier and the Ferry Boat Dock; bridges over the River Hull; telephone undertaking; design, development, building, repair and maintenance services for the Corporation; new buildings (other than as local planning authority) which included building regulations; dangerous buildings and demolitions and road safety.

It had a number of sub-committees, all with specific delegated duties and powers:- The Water Sub-committee; Transport Sub-committee; Telephones Sub-committee and the Highways and Works Sub-committee. It also gave authorised powers to the following Officers to deal with specific matters as well:- the City Engineer; City Architect; Water Engineer and Manager; Transport Manager; Telephone Manager and the Director of Administration (in connection with appropriate chief officers)

After local government re-organisation in 1974, the Committee had its powers and duties revised into advisory ones and delegated ones.

These covered the following aspects:- working with Humberside County Council with regard to highways and highway bridges: dangerous buildings, demolitions, new buildings (other than as local planning authority) and the building regulations; working with the Yorkshire Water Authority with regard to drainage and sewerage; working with the Harbour Authority for the River Hull and the Victoria Pier and Ferry Boat Dock; the provision of and charges for vehicle parking facilities; land drainage matters; refuse collection and street sweeping facilities within the City and matters of policy as agent for Humberside County Council with regard to refuse disposal and gully emptying, and the provision, other than in public buildings under the control of any other, Committee, of adequate conveniences for the use of the public; provide, operate and maintain off-street car parking facilities and lorry parks; the provision and maintenance of bus shelters and aged persons shelters and to ensure the proper arrangements for the supervision of all public toilets in the ownership of the Council.

Authorised Officers with powers were:- the City Engineer, the City Architect, and the town Clerk (in consultation with appropriate Chief Officers). In addition, a Highways and Road Safety Advisory Committee was appointed. This arrangement continued until 1995 when the committee was dissolved and its powers transferred to other committees.
