The Hull and Goole Port Sanitary Authority was established permanently in 1888 although its origins lie in an earlier body for Hull alone. It covers the area of the River Humber, both north and south banks. Its main function was to monitor the health of those arriving into the country and to check for notifiable diseases. This included cholera, typhus and smallpox. The authority would also check the conditions on board vessels as well. This information would be recorded in fortnightly reports. It eventually acquired some of the responsibilities that had previously been held by the 2 sanitary authorities for Hull and Goole, who, in addition, would nominate members on to the Port Sanitary Authority. It later changed its name to the Hull and Goole Port Health Authority (P.H.A.)

The Canal Boats Act of 1877 required all canal boats used as dwellings to be registered with a local public health authority. The main purpose was to bring such boats within the purview of the Public Health Acts. A subsidiary purpose was to ensure that provision was made for the education of children living on boats in accordance with the Education Acts. In Hull this was the Municipal Corporation, in Goole the Local Board, later the Urban District Council. Around 1938-1939 the function was transferred to the Hull and Goole P.H.A. under the 1936 Public Health Act.
