Objects to be 'the relief of the deserving Jewish poor, both resident and casual…by providing food, bed and other clothing, industrial occupation, and other help'; Executive Committee to consist of thirty members including President, Chairman, Vice-Chairman, Honorary Treasurer, Honorary Secretary, Medical Officer and 24 other elected subscribers and delegates from Jewish Bodies and Institutions; Chairman to have deciding vote in tied elections of officers; Annual Report and Balance Sheet to accompany summons to Annual Meeting; Annual subscribers of 5 shillings or more and not in arrears to have right to vote at election of members and at general meetings; Executive Officers to be elected every year with Chairman and Vice Chairman able to hold office for no more than three consecutive years; Board to have power to elect Honorary Life Member; Meetings of the Board to be every second Sunday of the month; Special meetings to be called by Chairman or by request in writing of five Board Members; Board to have power to appoint committees and prescribe duties; Banking account to be kept in the Board's name with cheques to be signed by any two of Treasurer, Chairman, and Honorary Secretary; Treasurer to make payments of £5 or more by cheque only; Two auditors, not Board members, to inspect accounts annually; Board to have power to elect Medical Officer, Collector, and Relieving Officer, and to fix duties and pay; Applications for relief to be made to Relief Committee appointed by the Board, meeting weekly, and able to make grants up to £1, larger sums to be submitted for consideration of the Board with no more than £5 to be granted in any one case; Emergency grants not exceeding 5 shillings to be allowed but must be reported at next Relief Committee meeting; Board property to be invested in 3 to 5 Trustees to be subscribers of the Board and to be elected by the Board for life subject to resignation or removal; Relief Committee to consist of no less than 3 members of the board, appointed at each monthly meeting, all cases to be referred to this Committee which is to meet at least once weekly; Pensioners list to be revised every three months; Relief to be received for no more than 4 weeks before re-application to be made; Board to appoint an Honorary Investigating Officer to investigate all cases and issue vouchers in emergency, and a Relieving Officer to attend weekly Committee meetings and pay all applicants; Husband, where possible, to make application; Board to adhere to arrangements with Hull Jews' Shelter made 3 Jul 1910 when dealing with casuals, and that all casuals desiring assistance of the Board must bring voucher from the Shelter stating that the Shelter has spent at least 2/6 on the applicant; Loans Department to be administered by a Committee of 6 members elected by the Board at first monthly meeting following AGM, which Committee is to appoint its own Chairman, Treasurer, and Secretary at its first meeting, funds to consist of cash at bank, cash in hand of Treasurer, outstanding balances owing by borrowers, grants from General Funds of the Board, subscriptions donations and bequests made to the department, objects of the Loans Department to be granting of loans without interest or charges not exceeding £20 with repayments to be 6p in the pound every week, applications to be made on printed forms supplied by the Board.
