The volume contains papers connected with the progress of the Bill through the House of Lords Select Committee on the Kingston upon Hull Docks Bill. This includes a transcript of the speech of made by Mr Clerk on 24 June, and the Minutes of Evidence for Sir William Wright on 24 July 1878.

The appendix includes the following: a copy of the Bill as deposited in the House of Commons, along with subsequent amended drafts; petitions both against and in support of the Bill, and both against and in support of proposed alterations to the Bill; the Proceedings of the Bill before referees in the House of Commons; and notes on proposed new (or amendments to existing) clauses.
