- The file consists of correspondence, sent (and received) by the Engineer to the Humber Conservancy Board (Arthur Ernest Butterfield), to various shipping companies and brokers on the subject of the arrival of oil tankers at ports on the Humber (and River Trent), and the interpretation and operation of the Oil in Navigable Waters Act, 1922, and the Ministry of Transport’s Order, dated 4 September 1939. This includes the discharge of petroleum products at terminal jetties, and into other vessels/tank barges. The file also includes correspondence regarding discharges (and ship’s movements) during the hours of darkness.
