The file consists of correspondence between the Secretary to the Conservancy Board (T. H. Edwards), the Engineer to the Conservancy Board (Ralph John Hindmarsh), the Ministry of Transport, District Councils situated on the Humber, the Port Movement Control for the North East (Hull), No. 3 RAF Movements Unit (E), various Chartered civil engineering companies, and companies based around the Humber. The subject matter includes various projects along the Humber such as: flooding reduction measures at Barton, sewerage schemes (including Haborough and Immingham (and Barton), Grimsby, and Cleethorpes), the storage and loading of ammunitions onto vessels, Humberston Fitties Holiday Camp, and live firing at the Great Coates (Grimsby) Rifle Range.

The file also includes drawings for a proposed Marine Café at Victoria Pier, Hull.
