The file consists of correspondence between the Engineer to the Humber Conservancy Board (Arthur Ernest Butterfield), the Superintendent of the Upper Humber, and John Harrison-Broadley (Lord of the Manor, including Brough Haven) on a wide range of topics. It includes monthly lists of petrol and paraffin consumed by the Board's vessels whilst working on the Upper Humber, and monthly lists recording inspections of lighthouses on the Upper Humber. Some of the subject matters covered by the file include landing and wharfage dues, staff issues, shallow water in the navigable channels, and the groundings of the 'Faxfleet' and 'Mersey' near the Upper Whitton Light Vessel.
