Description:

By Harold Lightman of Lincolns Inn, London regarding the Board of Management of the Sailors' Orphan Homes being empowered to finance parents and others in cases where it is considered desirable, in addition to caring for orphans in the homes. This new way of caring for children in their own home was referred to by the Society as 'Subsidising' and was granted as being allowed under the original Memorandum of Association paragraph 3 (a)
