- In August 1941 the City Architect, Andrew Rankine, at the request of the Regional Commissioner, Sir William Bartholmew, submitted a report to the Emergency Committee regarding the possibilities of defining special areas within the boundary of the City of Hull. It was a report requested by the Commissioner for general knowledge only and was not to be regarded as official or likely to be approved.
