Minutes of the General Committee cover Sep 1888-Nov 1893; Minutes of the Building Committee at the back of the volume cover Dec 1888- Dec 1889; the Sites Committee minutes are interspersed within the General Committee and cover the period Oct 1888-Nov 1888. The Sites Committee was superceded by the Building Committee in Dec 1888.

Includes a pen and ink drawing of the James Reckitt Public Library at the front of the volume.

The minutes detail what began as a campaign by James Reckitt Esq., JP, to build and develop the East Hull Free Library. At the General Committee's Meeting held on the 24 Nov 1888 Mr Councillor Holder moved and Rev C H Wood seconded 'That the name of the Library be called 'The James Reckitt Public Library' and that it be placed on the front of the building'. The motion was carried unanimously. The final meeting of the General Committee was held at the James Reckitt Library on Nov 6th 1893.

Includes newspaper cuttings detailing the developments, invitations to, and notices of meetings, invitation to the ceremony of the laying of the foundation stones at Kerman's Square, Holderness Road and memos relating to stock management and the running of the library.
