Description:
The Police Council was established by the Police Act 1919, and acted as an advisory body. It was comprised of representatives from the Home Office, the police authorities, the chief officers' associations, the superintendents association and the Police Federation. The Police Council drew up the first Police Regulations in 1920. Following the report of the Edmund-Davies Committee into police negotiating machinery, pay and conditions, the Police Council was replaced by the Police Negotiating Board in 1978
