Draft of a declaration sent to Mr Holyroyd for his opinion as to whether the case can be supported, concerns a case brought by the Mayor and Aldermen of Hull v Samuel Cooper to recover a £50 penalty fee following his refusal to serve in the office of Chamberlain. Note that the document bears later memoranda relating to the case dated 6 Jan 1812 and 5 Feb 1812.
