George Baslingon was born in 1904 in Hull, the son of Philip and Maud Baslington. In 1920 he joined the Municipal Corporation of Hull as a junior clerk in the Town Clerk's Department. In 1930 George became committee clerk and, during the Second World War, he was made the Controller of the Hull National Service Hostels. In 1953 he was appointed Chief Clerk to the Council and remained in that post until retiring in 1965. In 1966 he took up the post of Town Clerk for Hedon until the town lost it's borough status in 1974. George died in 1989.

George married Emmie Gibson in 1923 and went on to have 2 children. He lived in Cottingham for many years before moving to Hornsea in later life, and finally retired to North Yorkshire. In addition to his council duties, George was active within the Methodist Church within Hull and Hornsea for over 40 years, becoming a lay preacher. He would later become Secretary of the International House, on Westbourne Avenue, in Hull, one of several international houses founded by the Methodist Church across the country.
