Congregation shall be styled the 'Hull Western Hebrew Congregation'; Services to be conducted according to the manner sanctioned by the Chief Rabbi and English Ecclesiastical Authorities, and in accordance with the Polish and German ritual; Congregation to consist of Registered Members and Seatholders; Council to consist of 15 members; Election of officers and council to take place in March; AGM to be held during Passover; Financial year to run 1 March to last day of February; Honorary offices listed; Council meetings to be held monthly and 7 members to form a quorum; Six trustees to hold and place at the bank leases, deeds, stocks, shares, etc; No minister to be considered for office if under 21 or over 40; Vacant seats to be returned to the congregation not kept by the family unless there is a daughter above the age of ten; Widows of seatholders to retain seats if payment can be made; Arrears in seat rent to mean 6 months unpaid; Three months notice to be given for resignation of seat; Clerical salaried officers not to engage in trade; Alterations to laws to be made at AGMs; Bye-laws to be allowed but not if opposed to the Constitutional Laws.
