The volume contains copies of the proposed Bill, and subsequent Act. It further includes copies of Parliamentary Proceedings (Minutes of Evidence and Speeches) in the House of Commons in connection with the Bill between 26 April and 1 May 1901.

In connection with the Bill the volume also contains correspondence, petitions (against the Bill or against alterations), and various plans. It also contains a number of reports on the Bill: a report by Sir Douglas Fox, a report by Sir Leader Williams, and a report by the Board of Trade.
