A print copy of the proposed Bill reflecting amendments made by Parliamentary Committee: a bill to grant certain Duties of Customs and Inland Revenue (including Excise), to alter other duties, and to amend the Law relating to Customs and Inland Revenue (including Excise) and the National Debt, and to make other provisions for the financial arrangements of the year.

Attached to the Bill is a newspaper cutting titled 'Conservancy Board and the Budget: Sir G. Doughty M.P. on Injustice', and a copy of a letter from Thomas R. Ferens (Wilton House, Hull) to Alfred William Franklin, Secretary and Clerk to the Humber Conservancy Board, dated 12 November 1909.
