Admin History:

The Borough of Kingston upon Hull was reformed under the 1835 Municipal Corporations Act. In 1876 the borough merged with the Kingston upon Hull Board of Health, assuming that body's responsibilities for sanitation, street lighting, paving and cleansing, parks and open spaces, and building control. This would lead to the eventual establishment of the City Architect's Department which became responsible for the design and planning for many of the buildings in Hull, along with the selection of building contractors and the administration of the construction process. The first City Architect was Joseph Henry Hirst, A.R.I.B.A.(1863-1945).

Many construction contracts require the issue of certificates by the contract administrator, such as the city council. These certificates are important as they generally result in payments being made to the contractor. Certificates can be issued regularly during the course of the works, such as interim certificates (normally issued monthly), or at particular stages, such as on completion.
