Whilst Britain had suffered from Cattle Plague, (also known as Rinderplast) before, the outbreak in 1865 was particularly severe, and it resulted in the Privy Council directing local authorities to establish committees to deal with the issue. With Hull's dock already a major place of import for cattle, the Hull Town Council Property Committee had already been considering the issue how to deal with domestic and overseas cattle, and in early 1866 had set up the Cattle Sub-Committee. By March this had become the Cattle Plague Sub-Committee before becoming a separate committee in it's own right in the April of 1866. The Committee had the power to execute all duties and powers under the following Contagious Diseases (Animals) Acts and any orders of Privy Council. It also had the control of inspectors under the same acts. Despite the official title for the committee focusing on the one disease, it did look at all aspects of contagious diseases in animals. The committee was transferred to the Property Committee in 1899.
