Admin History:

The Cultural Services Committee was established in January 1974, after the reorganisation of local government, primarily from the functions of the former Recreational Services Committee. In March 1996, again after local government reorganisation, it became the Cultural and Library Services Committee. 1998 saw it renamed the Cultural and Marketing Services Committee before it was finally abolished in April 1999 after a major restructuring of the city councils committee system.

The committee had a number of advisory and delegated powers and duties. These were:-

1) Advisory powers and duties; To make recommendations to the council on matters of policy as to:

i) the general provision of artistic, dramatic and other cultural activities;

ii) city and tourist services;

iii) the city's archives.

2) Delegated powers and duties:

i) to exercise the powers and duties of the council; in relation to museums, art galleries and archives and the Heritage Centre provision;

ii) to provide classical music artistic and dramatic activities and other entertainments and to financial assistance and encouragement to other persons or bodies providing of engaging in such activities;

iii) to exercise powers and duties of the council as to the maintenance and management of theatres and places on entertainment used for the purposes set out in 2)ii);

iv) to manage the Trust Fund established by T.R. Ferens for the purchase of works of art.

The committee had also authorised a number of officers of the council as well.

1) The Director of Leisure Services was able to make all necessary arrangements for the management of the city tourist services and to purchase books and other materials in connection therewith.

2) The Curator of Museums and Art Galleries was able to:

i) purchase works of art, up to an approved limit on any one item, within the financial allocation provided and in accordance with the directions of the Cultural Service Committee in all other cases, to accept or refuse donations of works of art;

ii) authorise reproduction and loans of art belonging to the council, to borrow works of art, arrange displays and exhibitions;

iii) purchase objects for the museums collections up to an approved limit within financial allocation provided for any one items an to accept or refuse donations of objects;

iv) authorise publication, reproduction and loans of museum objects and to borrow such items, arrange displays and exhibitions.

3) The City Activist was able to accept or refuse donations of archive material.
