In November 1919, the Ministry of Health began to encourage local authorities to issue housing bonds in order to promote house building, and Hull, like many other councils decided take the opportunity on offer. It's Housing Bonds Committee (technically a sub-committee of the Finance Committee), like many other of the more modern committee had its powers, duties and responsibilities clearly defined from its inception in the March of 1920. It was to carry out the propaganda work in connection with the local movement for popularising housing loans and attracting subscriptions. Having organised public meetings to promote the bonds in August 1920, the committee does not appear to have met again.
