Level crossings in Hull had been an issue the council had been considering intermittently for many years. As a result of a joint sub-committee of the Tram and Works Committees in early 1925, the Level Crossing (Special) Committee was established in that same month, with the responsibility to prepare a scheme for the abolition of all level crossings in the city and to carry through all matters as a result. In November 1929 the 'special' part of the title was dropped. The committee's responsibilities were transferred to the Works Committee when it was wound up in December 1931, although other records were added to the collection at a later date.
