Parks and Recreation Grounds Committee

Duties and powers:

To have the care, and arrange and transact all matters relating to the control, protection, and management of the Park [amended to 'Parks' from 1886/87] and Recreation Grounds, and the Officers and Servants employed in connection therewith, and generally to take the government of the same.

To protect and keep the Park in proper order and condition, and to do whatever may be deemed necessary for the proper maintenance and improvement thereof.

To carry out and enforce the Bye-laws relating thereto, and to execute and perform all such other powers and duties, as are conferred and imposed upon the Corporation in relation thereto, by the Borough Improvement Act, 1854 [Kingston upon Hull Improvement Act, 1854 from 1889/90].

To have the [appointment and] control of the officers, workmen, and servants in this department, and the fixing of their respective salaries, wages, and allowances, subject to confirmation by the Council. [Ommitted from 1876/77]

To examine and certify accounts of this department for the Finance Committee, and to authorize the Finance Committee to draw cheques upon the Treasurer for, or otherwise order the payment of wages, allowances, and current expenses incurred. [This paragraph amended to:

To examine and certify the accounts of this department for the Property and Finance Committee and to authorize, by resolution, the payment of wages, allowances, and current expenses incurred. From 1879/80.]

To prepare and submit to the Finance Committee [from 1876/77 the Property and Finance Committee. from 1879/80, the Finance Committee], in or before the month of July [February from 1879/80, January from 1896/97], the estimates of the probable expenditure in this department during the then next ensuing year.

Parks and Burial Committee

Duties and powers:

To have the care, and arrange and transact all matters relating to the control, protection, and management, of the Parks and Recreation Grounds, and the officers and servants employed in connection therewith, and generally to take the government of the same.

To protect and keep the Parks in proper order and condition, and to do whatever may be deemed necessary for the proper maintenance and improvement thereof.

To carry out and enforce the Bye-laws relating thereto, and to execute and perform all such other powers and duties as are conferred and imposed upon the Corporation in relation thereto by the Kingston upon Hull Improvement Act, 1854.

To manage the City Cemeteries and closed Burial Grounds within the City and to direct, contract for, and superintend the execution of all works connected therewith.

To appoint the Registrars, Gardeners, and such other servants, as may be required from time to time, and to fix the remuneration to be paid to them.

To prepare Rules and Bye-laws for regulating the Cemeteries, and to put in force the powers of such Acts of Parliament as may now or hereafter have reference thereto.

To execute and perform all the powers and duties of the Council under the statute relating to the burial of the dead in England beyond the limits of the Metropolis, and also under the Kingston upon Hull Improvement Act, 1854.

To have the control of the officers, workmen, and servants in this department, and the fixing of their respective salaries, wages, and allowances, subject to confirmation by the Council.

To examine and certify the accounts of this department for the Finance Committee, and to authorise, by resolution, the payment of wages, allowances, and current expenses incurred.

To have the management and control of the Public Parks and Pleasure Grounds, and to carry out and enforce the provisions of any Acts of Parliament and any Bye-laws relating thereto [Amended to:-

To have the management and control of the Burial Grounds and closed Burial Grounds of the Corporation and closed Burial Grounds, and to carry out the provisions of any Acts of Parliament and any Bye-laws relating thereto. From 1938/39]

To have the management and control of the Crematorium, and to carry out the Acts of Parliament

To carry out the powers contained in Section 55 of the Kingston upon Hull Corporation Act, 1930, with regard to the provision of entertainments.

To be responsible for the laying-out and maintenance of certain grassed areas, open spaces and horticultural features in the city as determined by the Council.

To be responsible for the laying-out and maintenance of certain grassed areas, grass verges, open spaces and horticultural features in the city and for the planning and maintenance of trees in and adjacent to highways and streets.
