The Hull City Council Public Protection and Licensing Committee was created in January 1974 under the re-organisation local government, bringing together aspects that been under the control of other committees, such as the Environmental Services Committee (C TCES).
Like many other of the more modern committees, the powers, duties and responsibilities of the Public Protection and Licensing Committee were clearly defined from its inception. It had the power and duty to advise the council with regard to:-
1. the making of smoke control orders under the Clean Air Acts and the applications for the suspension of smoke control orders.
2. the provision of markets
3. the provision of slaughterhouses
4. policy in relation to licensing matters
5. orders under the Shops Acts relating to hours and days of opening and closing.
In addition, the committee had a number of delegated powers. These were to exercise the powers and duties of the council in relation to the following:-
1. home safety and water safety
2. under the Public Health Acts and the Caravan Sites and the Control of development Act 1960, except where within the responsibility of another committee
3. to supervise and maintain Hull Abattoir within the terms of the agreement with the Hull Abattoir Co. Ltd. and to exercise powers and duties in relation to slaughterhouses generally
4. nuisance and noise abatement
5. defective, dilapidated and dangerous premises except where within the responsibility of any other committee
6. the proper sanitation of all premises and sites
7. Offensive Trades
8. Food and Drugs Acts
9. the control of shops
10. the health, safety and welfare of persons at work
11. clean air
12. moveable dwellings and the licensing of caravan sites
13. the control care and treatment of animals and birds and the licensing of all premises relating to the same
14. pest control
15. health education
16. Notifiable diseases and food poisoning
17. the regulation of hackney carriages and private hire vehicles and drivers
18. the control, registration, licensing and regulation including the provision of all necessary facilities and ensuring the safety of persons, using the same, of all clubs to which members of the public are admitted and the raising of objections or the making of representations to the issue of any such licences by the justices
19. the licensing and regulation of any persons, premises, vehicles or craft for the carrying on of any trade or business where such licensing or regulation is not within the responsibility of any other committee
20. to grant or refusal of licenses for the public exhibition of films which have not been granted a licence by the British Board of Film Censors
21. the licensing of street collections and house-to-house collections except short term certificates
22. to exercise the power and duties of the council in relation to markets provided by the council
In addition, various officers, such as the Town Clerk, the Environmental Health Officer and the City Engineer were authorised by the committee to deal with issues without prior approval of the committee.
From 1981 it was renamed the Environmental Health and Licensing Committee before being abolished in 1990. A similar committee would reappear in 1995, this time entitled the Environmental and Public Protection Committee before being abolished again in 1999 when the city council reorganised the committee system.
