In February 1970, the Council considered a need to look at its structures and mechanisms. As a result a steering committee was established. This reported in March to the Parliamentary and General Purposes Committee, who then reported back to the full council in April. As a consequence, the council then set up the Reorganisation Special Committee to consider the issues. McKinsey and Co., a U.S. based firm of management consultants were called in to consider the matter and make appropriate recommendations. McKinsey's presented their report to the council in March 1971, which the full council considered in the October 1971 and the committee dissolved.
