The Swimming Baths Committee was set up in February 1875 after a memorial from residents of the borough had been presented to the council, requesting the building of swimming baths in the town. The committee was asked to report back to the council on the best way to proceed. Having done so, it was merged with the Baths and Washhouses Committee at a meeting of the full council in October 1876 after a proposal for it to merge with the Parks and Recreation Ground committee was defeated.
