The issues concerning access to fresh water had been a problem for the town for some years. Despite new waterworks being opened at Stoneferry, there were still concerns over the quality of the supply, especially after the cholera outbreak of 1849. William Warden, a local engineer, believed he could extract more water from the Springhead. The Corporation decided to take Warden up on his offer and as a result, they set up a committee to investigate his claims. This was the Water Experiment Committee. After deliberation, the council decided to go ahead with Warden's suggestions but then found itself in dispute with him over payment. As a result the Warden Enquiry Committee established between October 1865 and January 1867 followed by the Warden Remuneration Committee between November 1867 and August 1871. These committees were also disbanded after reporting back their findings to the full council.
