Like many other of the more modern committees, the powers, duties and responsibilities of the Welfare Services Committee and its predecessors, were clearly defined from its inception The Public Assistance Committee was initially set up in 1929 as a temporary sub-committee to co-ordinate relief work. This then became a full sub-committee of the re-named Health and Public Assistance Committee. In November 1938 the Public Assistance Committee became a committee in it's own right, with it being designated a standing committee in December 1939. It had delegated powers to carry out the duties in connection with the Poor Law Government Act, 1929.
In October 1946 it was agreed to change the name of the committee to the Social Welfare Committee but this did not take effect until March 1947. Again, the committee was to carry out the duties in connection with the Poor Law functions transferred to the council under Part 1 of the Local Government Act, 1929. July 1948 saw the winding up of the Social Welfare Committee and the Welfare Services Committee take over.
Over time, the Welfare Services Committee would find additional legislation for which it became responsible. It was to carry out the following powers and duties of the Council (except where assigned to other Committees) under the National Assistance Acts, 1948 and 1951; the National Assistance Act (Amendment Act) 1962 and the Disabled Persons (Employment) Acts, 1944 and 1958 and any schemes made there under. In addition to its statutory duties, from 1964-1965 the committee had the role of co-ordinating, co-operating with and encouraging the work of other organisations in the city concerned with the welfare of elderly. From 1971 it became the Social Services Committee. (See C TCSS).
