This rededication was made in recognition of the operation for twenty five years of the twinning arrangement between the citizens of Freetown, Sierra Leone and the citizens of Kingston upon Hull, Great Britain. In accordance with the Twinning Agreement the Freetown City Council and the Kingston upon Hull City Council will continue to endeavour to promote close co-operation, so that the citizens of both cities may enjoy lasting friendship and mutual understanding with prosperity, peace, freedom and dignity.

The Twinning Agreement is signed on behalf of the citizens of the cities of Kingston upon Hull and Freetown by the then leader of Hull City Council, Ken Branson, the Chairman of the Freetown Society, Hon. Alderman Patrick Doyle, the then Mayor of Freetown City Council, Councillor Winstanley Bankole Johnson and the then High Commissioner of Sierra Leone, His Excellency Alhaji Suleiman Tejan-Jalloh
