Born in 1793, Henry Broadley was the third son of Henry and Betty Ann Broadley (nee Jarratt). He was a graduate of Trinity College Cambridge and in 1837 was elected one of the two Conservative MPs for the East Riding. Although he held the seat for 14 years, he perhaps made very little impact on parliament, spending his whole time as a back bencher. With some considerable family wealth from he merchantile business, Broadley lived in Beverley, with his sister, Sophia, who like him, never married. He was chairman of the Hull and Selby Railway Company between 1836 and 1845, and was regarded as a conscientious man both in his political and personal life. Broadley died in 1851, aged 57.
