David J. Taylor was born in Scotland. Some of his education was spent in London before evetually becoming an underwriter with an insurance firm at the age of 23. He established his own business as an insurance broker but at the outbreak of war in 1939 the business failed. He later moved to Paris for two years where he became an underwriter agent. He later joined the Marconi Group as a forward planning consultant, becoming their northern manager.

He was a memeber of the Institute of Electronics and member of the Hull Electronics Society. He was also a member of the Institute of Sales Management and Marketing and of the Institute of Export, past-president of the Publicity Association of Hull and founded the Hull Kingston Lions Club. He was a keen supporter of the Hull and East Riding Rugby Union Football Club and member of the Hull's Scot Society of St. Andrew.

He married Gladys and together they became Sheriff and Lady Sheriff of Kingston upon Hull between 1963 and 1964. He lived at Sonning House, North Ferriby and died in November 1979.
