James Johnson was born in September 1908, the son of a Northumberland miner. He was educated at Duke's School in Alnwick and then attended the University of Leeds.

In the 1950 general election Johnson was elected as Labour MP for Rugby and served the constituency until 1959, acting as Opposition Whip for a brief spell. A qualified teacher, he worked as a student adviser to the Republic of Liberia in the early 1960s. He remained without a seat until 1964, when he successfully contested Hull West and thereafter continued to be re-elected until his retirement from political life in 1983.

He died on 31 January 1995.

Johnson's surviving papers are limited in scope and include correspondence, publications, press cuttings, photograph albums and some material documenting his work as MP for Rugby. His interest in African affairs is not covered amongst this material.
