Peter Michael Jackson was born in October 1928. After attending the Universities of Liverpool and Leicester, he became a lecturer in sociology at the University of Hull (1964-1966). He was then elected Labour MP for the High Peak Division of Derbyshire. He was defeated in 1970, and again in February 1974. He was a lecturer in sociology and a Fellow of Hull University (1970-1972) and a tutor for the Open University (1972-1974). He became Senior Planning Officer for South Yorkshire County Council in 1974 and unsuccessfully contested the Birmingham North constituency in the European parliamentary election in 1979.
