Will Howie was born on 2 March 1924 and enjoyed a career as a civil engineer, publisher, journalist and businessman, before entering politics. He was elected as Labour MP for Luton in a by-election in November 1963, following the appointment of his Conservative predecessor, Charles Hill, to the chairmanship of the Independent Television Authority. He retained the seat until 1970, when he lost to the Conservative Charles Simeons. He was Vice-Chairman of the Parliamentary Labour Party, 1968-1970, Assistant Government Whip, 1964-66, a Lord Commissioner of the Treasury, 1966-67, and Comptroller of the Royal Household, 1967-68. He was created a life peer in 1978 and sat in the House of Lords as Lord Howie of Troon until his death on 26 May 2018.
