Includes ACPO's official position on the Bill, information on the scheme to introduce an independent element into investigations following complaints against the police, a Memorandum by the Association of County Councils and Association of Metropolitan Authorities on complaints against the police, information on existing procedures for handling complaints, an outline scheme for the proposed independent element, proposed amendments to the Bill by Chief Police Officers, a Memorandum on the investigation of complaints before trial or between trial and appeal, proposals for 'a police "Ombudsman", a paper by the Association of County Councils entitled 'Police Complaints - an Alternative Scheme' and an analysis of clauses in the Bill by ACPO. Originally two files spanning 1974-75 and 1976 this content has been repackaged into four folders.
