- The district meetings were established by the Home Office 1917 to enable consultation with Chief Constables of County, City and Borough forces simultaneously, and on matters of regional importance. They were governed by the Central Conference of Chief Constables. In 1920, the district conferences were recognised as the representative organisation for Chief Constables to the Home Office.
