- This scheme was proposed officially after a Government visit to the Padawan area in 1955. A command paper required the preparation at an early date of detailed proposals for a joint Development Scheme for Land Dayaks, wherein the Society for the Propagation of the Gospel and the Government might co-operate. Howes prepared a scheme which was approved in March 1956, and work was begun in 1957. Howes was in charge till 1961, when the leadership was assigned to an Agricultural Officer, Peter Menon Jitab, appointed Officer-in-Charge
