Regulation 18B of the Defence Regulations, 1939 relates to the wartime internment if the Home Secretary has 'reasonable cause' to believe a person has 'hostile associates'.

The landmark Liversidge v Anderson case was concerned with the support the judiciary should give to the Government in times of national emergency.

The lecture, given on 12 May 1987 was subsequently published in the 1988 'Denning Law Journal'.
