Hugh Webster was born in 1867 in Whitby where he spent his formative years. After training in Edinburgh, he qualified as a doctor in 1892 and initially practiced in Leeds. Webster came to Hull in around 1893 where he assisted a Mr Atkinson before setting up his own practice on Mytongate in 1897. Webster was an original member of the Independent Labour Party and a friend of Kier Hardy. In 1915 Webster was elected as a Socialist to Hull City Council for the South Newington Ward and was leader of the Labour group for many years, as well as being particularly involved in health and maternity services. He was made an alderman in 1928 but lost his seat in 1938. Although offered the post of Lord Mayor, he declined to accept the position.
He was also a Governor of Hymers College and on the Hull University Council. He was married to Rachel and had two children. He worked as a doctor right up until his death, in November 1952, just a few weeks before the Hugh Webster Home for Elderly Persons on St. Luke’s Street in Hull opened.
